In the Year Two Thousand Thirteen

Resolve creating a scholarship fund to further the study of developmental disabilities.

 

Resolved, SECTION 1.   A scholarship fund is to be established to honor Fred Boyce, the Fernald School “State Boys,” and all Fernald Residents for 2 residents of the Commonwealth as of July 1, 2012.  The name of the fund shall be the Fred Boyce, State Boys, and Fernald School Residents Fund.

SECTION 2.   The annual award will be for 1 student in the School of Social Work at Salem State College in Salem, Massachusetts and 1 student at the University of Massachusetts Medical School in Worcester, Massachusetts who is studying developmental disabilities. The Department of Higher Education shall promulgate rules and regulations as to the disbursement of the monies.

SECTION 3.   The Department of Higher Education shall issue an annual report no later than June 1, 2013 and thereafter annually by June 1 to the Senate and House Clerks, the Senate and House Committees on Ways and Means, and the Joint Committee on Children Families and Persons with Disabilities.
