SECTION 1. Notwithstanding any general or special law to the contrary, there is hereby established a program within the department of public safety to provide for pipefitter inspections in the commonwealth. Said inspections shall include, but not be limited to, responding to complaints that pipefitting work is being done by individuals not duly licensed by the commonwealth and inspections to be conducted in accordance with section two of this act:
8315-XXX. For the department of public safety, which may expend not more than $500,000 in revenues collected from pipefitter licensing for inspections conducted in accordance with this act; provided, that funds shall be expended for the operation of the department and for the purposes of conducting inspections; provided further that the department shall charge an bi-annual licensing fee of one hundred fifty dollars; provided further, that funds shall be expended for hiring not fewer than seven qualified pipefitter inspectors, including retired licensed pipefitters; provided further, that the department shall make efforts to employ inspectors that will perform overnight and weekend inspections as their regular work shift; provided further, that the department shall system....................................................... $500,000
SECTION 2. Permits to perform pipefitting in buildings owned, or used or leased by the commonwealth pursuant to Massachusetts General Laws chapter one hundred forty-two, section twenty-one, shall be submitted to state inspectors who shall grant or deny such permit applications and who shall perform the related inspections.
