SECTION 1. (a) There shall be a working group established between the Department of Public Health, the Department of Environmental Protection, the Massachusetts Municipal Association, the Massachusetts Selectman’s Association and the Massachusetts Association of Boards of Health to determine the scope and process of community reviews for the siting of and impacts caused by wind turbines in residential neighborhoods and to abutters of said turbines.
(b)The scope and process of community reviews shall include but not be limited to: visiting a site over a period of time to gauge the varying degrees of wind strength, monitoring noise levels over a certain period of time to gauge the impact, assessing the impacts of wind turbine noise, flicker and other impacts on the health of individuals living within 3,000’ of said turbines, and any other issues that said working group feels are important to local communities impacted by the siting of said wind turbines
