Resolved, There is hereby established a special commission to investigate and study relative to the application of building codes when existing structures in gateway cities are converted to a mixed-use development. The eleven member commission shall consist of: the Commissioner of Public Safety or his designee; 1 member of the Board of Building Regulations and Standard; 3 members who shall be appointed by the Speaker of the House of Representatives, including 1 member of the joint committee on Economic Development and Emerging Technologies, and 1 member of the joint committee on Public Safety and Homeland Security; 3 members who shall be appointed by the President of the Senate, including 1 member of the joint committee on Economic Development and Emerging Technologies, and1 member of the joint committee on Public Safety and Homeland Security; 3 members to be appointed by the Governor, 1 of whom shall be a member of the American Institute of Architects, 1 of whom shall be a member of the Massachusetts Building Commissioners and Inspectors Association, and 1 of whom shall be an developer with experience converting existing structures to mixed-use.

The commission shall investigate strategies to overcome obstacles in existing building codes when converting existing structures to a mixed-use development, while maintaining adequate access and public safety, and shall submit a report containing its findings and recommendations to the joint committee on Economic Development and Emerging Technologies, and the joint committee on Public Safety and Homeland Security, and to the House and Senate Chairs of the Gateway City Caucus by July 1, 2014.
