In the Year Two Thousand Thirteen

An Act providing that dispute resolution procedures shall be available over issues arising during mid-term bargaining.

 

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
 

Section 1.   Section 9 of Chapter 150E of the General Laws is hereby amended by striking out the first paragraph of said Section 9 and inserting in place thereof the following:-

After a reasonable period of negotiation over the terms of a collective bargaining agreement or over mid-term bargaining issues, either party or the parties acting jointly may petition the board for a determination of the existence of an impasse.

Section 2. Chapter 1078 of the Acts of 1973, as most recently amended by Chapter 589 of the acts of 1987, is hereby amended by adding thereto the following new Section 5:-

Section 5. The dispute resolution procedures set forth in this Section 4A shall be available to parties over issues arising during mid-term bargaining.
