SECTION 1- There shall be a special commission to study the feasibility of updating the laws regarding regulation of home improvement contractors. The commission shall investigate the effectiveness of the Residential Contractor’s Guaranty Fund and the feasibility of improving the civil action system and enforcement of civil judgments.
The Commission shall consist of the Attorney General or their designee, the Sheriff of each county or their designee, a representative of the Chief Justice of the District Court from each county, the Chief Justice of the Boston Municipal Court or their designee, the Undersecretary of Consumer Affairs and Business Regulation or their designee, a representative of the Massachusetts Consumers’ Coalition, a representative of the Associated Builders and Contractors of Massachusetts. The commission shall convene its first official meeting not later than one year from the passage of this Act. The commission shall issue their report not later than one year after the first official meeting. The commissioners shall not receive compensation.
