An Act relative to solar electricity as demand management.

 

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
 

SECTION 1. Subsection (a) of section 19 of chapter 25 of the General Laws, as appearing in the 2010 Official Edition, is hereby amended by inserting, after the first paragraph, the following paragraph:-

Demand side management programs eligible for funding under this section shall include, but not be limited to, solar electricity. Funding may be supplemented by funds authorized by section 21. The programs shall be administered by the electric distribution companies. In authorizing such programs, the department shall ensure that they are delivered in a cost-effective manner capturing all available efficiency opportunities, minimizing administrative costs to the fullest extent practicable and utilizing competitive procurement processes to the fullest extent practicable.
