An Act establishing an auction or online transfer for low number registration plates in the registry of motor vehicles.

 

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
 

SECTION 1. XXXX-XXXX. For revenue received from administrative fees by the registry of motor vehicles associated with a low number registration plate auction pursuant to section 2D1/2 of chapter 90 of the General Laws; provided, that the division may expend from such revenue an amount to be determined by the registrar of motor vehicles for the administration of the lottery..................................................................................................................................$50,000

SECTION 2.Chapter 90 of the General Laws is hereby amended by inserting after section 2D the following section:-

Section 2D1/2. The registrar shall establish within the department a low number registration plate auction.  Such auction shall be conducted on an annual basis to be determined by the registrar.  Said registrar shall establish rules and eligibility requirements for all applicants.  Such applicants may only apply to the auction once annually regardless of the number of active registrations they may have. Registration plates will only be awarded in the order in which they are listed by the registrar and all applicants shall be residents of the commonwealth with an active Massachusetts driver’s license. Applicant requests for a specific registration plate number shall not be honored.
