2D (a) The registrar is hereby authorized and empowered to design, issue and regulate the use of temporary registration plates. Such temporary plates may be issued to dealers, upon application accompanied by the proper fee, as shall be established by the registrar, for use by purchasers of motor vehicles; said plates shall be valid for not more than 20 days, pending receipt of registration plates issued under the provisions of section 2.
