SECTION 1. Chapter 90 of the General Laws is hereby amended by striking out section 2D, as appearing in the 2010 Official Edition, and inserting in place thereof the following section:-
2D (a) The registrar is hereby authorized and empowered to design, issue and regulate the use of temporary registration plates. Such temporary plates may be issued to dealers, upon application accompanied by the proper fee, as shall be established by the registrar, for use by purchasers of motor vehicles; said plates shall be valid for not more than 20 days, pending receipt of registration plates issued under the provisions of section 2. Satisfactory proof shall be furnished that a certificate, as defined in section 34A, is in effect prior to the issuance of temporary plates.
(b) The registrar shall design, issue, and regulate the use of temporary registration plates for use by purchasers of motor vehicles at auction. Such plates shall be made available and issued to any purchaser at auction, upon an application accompanied by the proper fee, as established by the registrar. The application shall include the name and license number of the purchaser. Said plates shall be valid for not more than 7 days. A purchaser shall have the ability to reactivate and transfer said plates to other vehicles purchased by him or her at auction. There shall be no limit on the number of times a purchaser may reactivate said plates. Upon reactivation, said plates shall be valid for not more than 7 days. Said plates shall not be transferrable to another individual or entity.
(c) The registrar is hereby empowered to issue and enforce regulations for the administration of this section.
