Section 120D of chapter 266 of the General Laws, as appearing in the 2010 Official Edition, is hereby amended by adding the following paragraph:-
Any person who removes a vehicle illegally parked or standing on a private way or upon improved or enclosed property who is later convicted of a violation against the vehicle pursuant to sections 16, 16A or 126A shall be punished by a fine of $1,000 in addition to any criminal penalties imposed pursuant to sections 16, 16A or 126A. The employer of the person who is later convicted pursuant to sections 16, 16A or 126A shall be punished by a fine of $1000 and shall, within 30 days of conviction, reimburse the owner for all expenses incurred during the towing of the vehicle.
