SECTION 1. Section 96B of chapter 41 of the General Laws, as appearing in the 2010 Official Edition, is hereby amended by inserting after the fourth paragraph the following paragraph:-
Notwithstanding the provisions of chapter 31 and any collective bargaining, any person appointed to a position on a full-time basis in which he will exercise police powers in the police department of any city or town, shall, upon his hiring and within his first 2 years of service, volunteer a minimum of 10 hours per quarter, collectively 40 hours per year, to a community youth organization or youth activity. The police officer shall select any community youth organization or youth activity that he sees fit so long as his volunteer work affords him an opportunity to build a positive relationship with youth in the community in which he serves. The police officer may select multiple organizations or activities to fulfill the minimum requirements of this section. Any volunteer work performed pursuant to this section shall be performed during non-work hours and shall be unpaid.
