By Representative Cronin of Easton and Senator Kennedy, a joint petition (subject to Joint Rule 12) of Claire D. Cronin, Thomas Kennedy and others relative to providing for home modifications and moving expenses for certain victims of the Boston Marathon bombings.  Children, Families and Persons with Disabilities.

An Act providing for home modifications and moving expenses for certain victims of the Boston Marathon bombings.

 

Whereas, The deferred operation of this act would tend to defeat its purpose, which is to provide forthwith benefits to certain victims of the Boston Marathon bombings, therefore it is hereby declared to be an emergency law, necessary for the immediate preservation of the public convenience., therefore it is hereby declared to be an emergency law, necessary for the immediate preservation of the public convenience.
 

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
 

Notwithstanding any general or special law to the contrary, a person who has either: (1) lost a limb or limbs or (2) lost the use of a limb or limbs, as a result of the Boston Marathon bombings on April 15, 2013 shall receive benefits for the purpose of home modification or moving expenses to suitably accessible housing . This benefit shall be used to provide any modification, including but not limited to special fixtures or movable facilities, moving expenses to obtain suitable alternative housing, made necessary by the nature of the person's disability. Said benefit shall, subject to appropriation, be available either for the modification of the dwelling unit in which such person resides or for moving expenses to suitable housing and shall not exceed $10,000.

The secretary of administration and finance shall promulgate rules and regulations necessary for the identification of eligible victims of the Boston Marathon bombings and the awarding of home modification or relocation benefits.
