Resolve establishing a special commission on school safety.
Resolved, Notwithstanding any general or special law to the contrary, a special commission is hereby established for the purposes of studying elementary and secondary education school safety. The 11 member commission shall consist of the Secretary of Education or his designee; who shall be the chair, the Colonel of the State Police of his designee; 2 members of the senate, 1 of whom shall be desingated by the state president, 1 of whom shall be the minority leader of the senate or a designee; 2 members of the house of representatives, 1 of whom shall be designated by speaker, 1 of whom shall be the minority leader of the house of representative; the Governor shall appoint 5 members, 1 of whom shall be a member of the Massachusetts Teachers Association, 1 of whom shall be a member of the Massachusetts Federation of Teachers, 1 of whom shall be a member of the Massachusetts Association of School Committees, 1 of whom shall be a member of the Massachusetts Association of School Superintendents, and 1 of whom shall be an expert on building security and evacuations, 1 of whom shall be a member of the Massachusetts Chiefs of Police Association. Said commission shall evaluate current school safety procedures as it relates to violent attacks on schools, which shall include, but not limited to, reviewing school attacks within the United States over the past 3 years, the current training and practices of school and police personnel and how it would have applied on past current events, utilization of communication technology to alert school personnel, police and others about on how to respond to dangerous incidents in school, best methods to evaluation school children, and school and transportation security measures. The commission shall make recommendation on establishing uniform school safety procedures for all schools and recommendation for legislation if necessary. The report shall be complete by December 31, 2014 and shall be filed with the House and Senate Clerks, the Joint Committee on Education, the Joint Committee on Public Safety and Homeland Security and the House and Senate Committees on Ways and Means.
This resolve shall take effect upon its passage.
