Notwithstanding any general or special law to the contrary, the Massachusetts Department of Transportation shall devise and implement a commuter tolling program that allows non-commercial, frequent users of the turnpike who participate in the electronic toll collection system to pay a discounted, annual rate for transit over the turnpike and the different parts or sections thereof. Commuter zones with varying annual rates shall be set as follows:
(i) zone 1, which shall encompass exit 1,West Stockbridge through Exit 8, shall cost $50;
(ii) zone 2, which shall encompass exit 8, Palmer through exit 15, shall cost $50;
(iii) zone 3, which shall encompass exit 1, West Stockbridge through exit 17, Newton Corner, shall cost $95;
(iv) zone 4, which shall encompass exit 1, West Stockbridge through Exit 24, shall cost $145;
(v) zone 5, which shall encompass route 128, Weston through exit 24, shall cost $95;
(vi) zone 6, which shall encompass route 128, Weston through exit 17, shall cost $50;
(vii) zone 7, which shall encompass exit 17, Newton Corner through exit 24, shall cost $50; and
(viii) zone 8, which shall encompass the Sumner and Ted Williams tunnels, shall cost $50.
Eligibility in the program shall not be limited to vehicles that have more than 1 occupant and the rate set by the department shall not vary based on the number of occupants in the vehicle.
