An Act relative to education funding.

 

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
 

SECTION 1. Chapter 70 of the General Laws is hereby amended by inserting, after section 2, the following section:-

Section 2A. Notwithstanding the provisions of section 2, any other section of this chapter, or any other general or special law to the contrary, the commonwealth shall appropriate and expend whatever funds necessary to establish a minimum funding contribution of not less than 17.5 per cent of the gross education foundation budget for each municipal, regional or other school district governed under this chapter.

SECTION 2. The commonwealth shall fund each municipal, regional or other school district at the required rate of not less than 17.5 per cent of the gross education foundation budget, as established pursuant to section1, on or before June 30, 2016. Any municipal, regional or other school district currently funded at less than 17.5 per cent of the gross education foundation budget shall be phased into compliance by funding half of any funding deficiency in fiscal year 2015 and by funding the remaining deficiency in fiscal year 2016.

SECTION 3. Section 1 shall take effect on July 1, 2016.
