January 9, 2014

To the Honorable Senate and House of Representatives,

Pursuant to the provisions of Article II, Section 8, Paragraph 1, Clause (2) of the Amendments to the Constitution, as amended by Article LXXXIX, I am filing for your consideration the attached legislation entitled, “An Act Relative to the Special City Election in the City of Beverly.”

Representative Parisella and Senator Lovely have requested that I file this special legislation on behalf of the City.  The purpose of the legislation is to allow the City to hold an upcoming special election at one polling location rather than several polling locations as required by the City’s charter.

A special city election is scheduled for Saturday, February 8, 2014.  The City wants to hold the special election at one polling location to ease traffic and save money.  The legislation provides that the special city election be held on Saturday, February 8, 2014, the polls be open from 7:00 a.m. until 8:00 p.m., and all polls for the election be located at the Beverly High School Field House.  The City will be required to provide notification of the polling location changes via mail to all households, publication in local newspapers at least 14 days before the election, and by posting the changes in all regular polling places.

I urge your early and favorable consideration of this bill.

Respectfully submitted,

Deval L. Patrick,

Governor
