February 21, 2014

To the Honorable Senate and House of Representatives,

Pursuant to the provisions of Article II, Section 8, Paragraph 1, Clause (2) of the Amendments to the Constitution, as amended by Article LXXXIX, I am filing for your consideration the attached legislation entitled, “An Act Authorizing the Town of Scituate to Establish the Date of its Annual Town Election.”

The Scituate Board of Selectmen and Representative James Cantwell have requested that I file this special legislation on behalf of the Town of Scituate.  The purpose of the legislation is to allow the Town to change the date of the annual town election from Saturday, May 24, 2014 to Saturday, May 31, 2014.

The annual town election is scheduled for Saturday, May 24, 2014 as required by the Town’s by-laws.  Because the election falls during the Memorial Day holiday weekend, the Town is concerned that there will be few staff available to work on election day.  The legislation provides that the annual town election will be held the following Saturday, May 31, 2014.  The change in date will not change the deadlines set forth in candidate nomination papers.

I urge your early and favorable consideration of this bill.

Respectfully submitted,

Deval L. Patrick,

Governor
