An Act relative to the Charter of the Province of the Massachusetts Bay of 1691.

Whereas, The deferred operation of this act would tend to defeat its purpose, which is to forthwith require the secretary of state to loan the Charter of the Province of the Massachusetts Bay of 1691, therefore it is hereby declared to be an emergency law, necessary for the immediate preservation of the public convenience.

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:

SECTION 1. As used in this act, the following terms shall, unless the context clearly requires otherwise, have the following meanings:-

“Charter”, the Charter of the Province of the Massachusetts Bay of 1691.

“Loan”, to deposit property for a specified period of time, without transferring title to the property and without permanent donative intent.

SECTION 2. The state secretary, through the archivist of the commonwealth, shall loan the charter to the Museum of Fine Arts in the city of Boston for display by the museum alongside or within the same exhibit as the original Magna Carta. The charter shall be transferred to the museum on or before June 25, 2014 and shall be loaned for a period of time that includes June 30, 2014 to September 1, 2014, inclusive.

SECTION 3. The state secretary, through the archivist of the commonwealth, shall loan the charter to the Sterling and Francine Clark Art Institute in the town of Williamstown for display by the institute alongside or within the same exhibit as the original Magna Carta. The charter shall be transferred to the institute on or before September 6, 2014 and shall be loaned for a period of time that includes September 6, 2014 to November 2, 2014, inclusive.

SECTION 4. The charter shall be returned to the custody and possession of the state secretary on or before November 7, 2014.
