An Act to prevent concussion and head injury.

 

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
 

SECTION 1. Any student who participates in soccer contests, competitions or practices shall be permitted to wear protective headgear on the field, provided that such headgear satisfies relevant federal standards for headgear used in soccer.

SECTION 2. There shall be a sports injury commission (“the commission”) established to make recommendations to the department of elementary and secondary education (“the department”). regarding safety in sports. The commission shall consist of: the commissioner of elementary and secondary education or a designee; two superintendents or their designees who shall be appointed by the secretary of education; one House member who shall be appointed by the speaker; one Senate member who shall be appointed by the senate president; two high school athletic coaches who shall be appointed by the secretary of education; and two members of the health care and/or brain injury field who shall be appointed by the secretary of education. The commission shall review current school sport safety regulations, and shall report the results of its study on or before December 31st, 2014.

SECTION 3. Section 11B1/2 of Chapter 82 of the General Laws is hereby amended by striking out in line 1 the number:- “16”, and replacing it with the number:- “17”.

SECTION 4. All insurance companies in the commonwealth shall offer motorcycle operators a discount if they wear a helmet.
