An Act establishing a school counseling leadership pilot program to accelerate college and career readiness in Massachusetts public schools.

 

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
 

SECTION 1. There shall be a pilot program to accelerate college and career readiness. The department of elementary and secondary education, with input from the Massachusetts School Counselors Association, the Massachusetts Association of School Superintendents and the Massachusetts Association of School Committees, shall develop a three-year pilot program for ten school districts.

The department shall develop guidelines for an annual review of the progress being made by each pilot school. Strategies shall be researched to fully utilize the college and career web portal at the district level. School counselor work time shall be examined and redistributed to integrate college and career planning at the district level.

The department shall prepare and submit an annual report analyzing the implementation of the pilot program in all participating schools to determine evidence-based standards for comprehensive school counseling programs that promote college and career readiness in Massachusetts school districts. The department shall submit such annual report to the joint committee on education and the house and senate committees on ways and means on or before September 1 of each pilot year.
