An Act relative to technical corrections of the achievement gap law.

Whereas, The deferred operation of this act would tend to defeat its purpose, which is to clarify the Achievement Gap law, therefore it is hereby declared to be an emergency law, necessary for the immediate preservation of the public convenience.

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:

SECTION 1. Section 1J of chapter 69 of the General Laws, as appearing in the 2010 Official Edition, is hereby amended by inserting after the word “based”, in line 37, the following word:- on.

SECTION 2. Said section 1J of said chapter 69, as so appearing, is hereby further amended by striking out, in lines 33 and 99, the word “rates”.

SECTION 3. Said section 1J of said chapter 69, as so appearing, is hereby further amended by striking out, in line 113, the word “and”.

SECTION 4. Said section 1J of said chapter 69, as so appearing, is hereby further amended by striking out, in line 133, the words “promotion and graduation” and inserting in place thereof the following words:- promotion, graduation.

SECTION 5. Said section 1J of said chapter 69, as so appearing, is hereby further amended by striking out, in lines 160, 161 and 162, the word “, or” and inserting in place thereof the following word:- or.

SECTION 6. Said section 1J of said chapter 69, as so appearing, is hereby further amended by striking out, in line 170, the word “reapplications,” and inserting in place thereof the following word:- reapplications;.

SECTION 7. Said section 1J of said chapter 69, as so appearing, is hereby further amended by inserting after the word “issues”, in line 271, the following word:- to.

SECTION 8. Said section 1J of chapter 69, as so appearing, is hereby further amended by inserting after the word “for”, in line 271, the following word:- a.

SECTION 9. Said section 1J of said chapter 69, as so appearing, is hereby further amended by striking out, in line 279, the word “who” and inserting in place thereof the following words:- of whom.

SECTION 10. Said section 1J of said chapter 69, as so appearing, is hereby further amended by striking out, in line 296, the word “circumstance” and inserting in place thereof the following word:- circumstance.

SECTION 11. Said section 1J of said chapter 69, as so appearing, is hereby further amended by striking out, in lines 427 and 457, the words “attendance, dismissal rates” and inserting in place thereof the following words:- attendance, dismissal.

SECTION 12. Said section 1J of said chapter 69, as so appearing, is hereby further amended by striking out, in line 458, the words “promotion and graduation” and inserting in place thereof the following words:- promotion, graduation.

SECTION 13. Said section 1J of said chapter 69, as so appearing, is hereby further amended by striking out, in lines 501 and 535, the word “superintendent” and inserting in place thereof the following words:- commissioner or, if one has been appointed pursuant to subsection (r), the school’s receiver.

SECTION 14. Said section 1J of said chapter 69, as so appearing, is hereby further amended by striking out, in line 513, the word “the” and inserting in place thereof the following word:- a.

SECTION 15. Said section 1J of said chapter 69, as so appearing, is hereby further amended by striking out, in line 524, the figure “(7)” and inserting in place thereof the following figure:- (8).

SECTION 16. Said section 1J of said chapter 69, as so appearing, is hereby further amended by striking out, in line 581, the word “may”and inserting in place thereof the following word:- may.

SECTION 17. Section 1K of said chapter 69, as so appearing, is hereby amended by striking out, in line 42, the word “an” and inserting in place thereof the following word:- a.

SECTION 18. Said section 1K of said chapter 69, as so appearing, is hereby further amended by striking out, in line 74, the word “meetings” and inserting in place thereof the following word:- meeting.

SECTION 19. Said section 1K of said chapter 69, as so appearing, is hereby further amended by striking out, in line 86, the word “commissioner,” and inserting in place thereof the following word:- commissioner.

SECTION 23. Said section 1K of said chapter 69, as so appearing, is hereby further amended by striking out, in lines 146 and 148, the word “, or” and inserting in place thereof the word:- or.

SECTION 24. Said section 1K of said chapter 69 , as so appearing, is hereby further amended by striking out, in line 163, the words “reapplications.” and inserting in place thereof the following:- reapplications.

SECTION 25. Said section 1K of said chapter 69, as so appearing, is hereby further amended by striking out, in line 174, the word “the” and inserting in place thereof the following word:- a.

SECTION 26. Said section 1K of said chapter 69, as so appearing, is hereby further amended by striking out, in line 196, the words “commissioner/superintendent” and inserting in place thereof the following word:- commissioner.

SECTION 27. Said section 1K of said chapter 69, as so appearing, is hereby further amended by striking out, in line 217, the word “if” and inserting in place thereof the following word:- If.

SECTION 28. Said section 1K of said chapter 69, as so appearing, is hereby further amended by striking out, in line 234, the word “ dispute ” and inserting in place thereof the following words:- a dispute.

SECTION 29. Said section 1K of said chapter 69, as so appearing, is hereby further amended by striking out, in line 242, the word “who” and inserting in place thereof the following words:- of whom.

SECTION 31. Said section 1K of said chapter 69, as so appearing, is hereby further amended by striking out, in lines 268 and 277, the word “subsection (g)” and inserting in place thereof, in each instance, the following word:- subsection (h).

SECTION 32. Said section 1K of said chapter 69, as so appearing, is hereby further amended by inserting after the word “in”, in line 297, the following word:- a.

SECTION 33. Said section 1K of said chapter 69, as so appearing, is hereby further amended by striking out, in line 328, the word “subsection (h)” and inserting in place thereof the following word:- subsection (i).

SECTION 34. Section 89 of chapter 71 of the General Laws, as so appearing, is hereby amended by striking out, in line 44, the word “conversion” and inserting in place thereof the following word:- conversions.

SECTION 35. Said section 89 of said chapter 71, as so appearing, is hereby further amended by striking out, in line 82, the word “bylaws” and inserting in place thereof the following word:- by-laws.

SECTION 36. Said section 89 of said chapter 71, as so appearing, is hereby further amended by striking out, in line 142, the word “subdivisions,” and inserting in place thereof the following word:- subdivisions.

SECTION 37. Said section 89 of said chapter 71 , as so appearing, is hereby further amended by striking out, in lines 143 and 144, the words “board, the applicant, in support of, or in opposition to, the school submitted” and inserting in place thereof the following words:- board and the applicant.

SECTION 38. Said section 89 of said chapter 71, as so appearing, is hereby further amended by striking out, in line 233, the word “: (i)”.
