SECTION 1. Chapter 259 of the acts of 1993 is hereby amended by striking out section 18 and inserting in place thereof the following section:-
Section 18. (A) Except as otherwise provided in subsection (C), no district notes, bonds or script shall be issued by the clerk/treasurer unless authorized by vote of the district and all such notes, bonds or script shall be signed by said clerk/treasurer of the district and countersigned by a majority of the prudential committee.
(B) Except as otherwise provided in subsection (C), no money shall be paid from the treasury of the district except notes, bonds or script issued as above provided and the interest thereon without the written approval or order of the majority of the prudential committee or by vote of the district according to its orders.
(C) (i) The district is hereby authorized to raise, appropriate and expend monies, consistent with the limitations provided in clause (ii), for the Centerville Public Library, the Osterville Village Library, and the Marstons Mills Public Library located in the town of Barnstable and within the territory comprising the Centerville-Osterville-Marstons Mills (COMM) fire district.
(ii) The district may annually appropriate at the annual district meeting a sum of money not to exceed $5,000 in the aggregate to be expended under the direction of the prudential committee for community educational purposes, recreational expenses such as books, newspapers, computers, computer tech support and other special library programming for the Centerville Public Library, the Osterville Village Library, and the Marstons Mills public library, provided that all inhabitants of the district shall have free use of all such libraries.
SECTION 2. This act shall be entered as a binding question included upon the ballot at the 2014 annual district election of the Centerville-Osterville-Marstons Mills Fire District, and shall take effect upon the adoption thereof by a majority of the district voters casting paper ballots at said election.
