An Act requiring noise and land use studies for Logan Airport by the Massachusetts Port Authority.
Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
Chapter 465 of the acts of 1956 is hereby amended by adding the following section:-
Section 36. The Massachusetts Port Authority, hereinafter referred to as the Authority, shall conduct a noise and land use compatibility study. Such study shall be conducted in the manner outlined by federal aviation regulations, as set forth in 14 CFR 150, and shall recommend operational and land use measures to improve the compatibility of air terminals with surrounding land uses.
The Authority shall submit to the governor and the clerks of the house and senate a report detailing the Authority’s findings pursuant to the study required by this section. The Authority shall make such report available to the public on or before July 1, 2014.
The Authority shall hold biennial public hearings, the first hearing for each county shall be held prior to March 31, 2014, at which members of the public shall have the right to be heard regarding the identification of aircraft noise issues. Such public hearings shall be held in Middlesex, Norfolk, Plymouth and Suffolk counties and shall be attended by at least 1 member of the Authority. The Authority shall develop amendments and changes to the report required by this act as may be necessary and practicable to address public input.
