An Act requiring utilities to provide energy use data.

 

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
 

SECTION 1. Chapter 164 of the General Laws is hereby amended by inserting after section 1J the following section:-

Section 1K. Requirement for electric companies, gas companies and steam distribution companies to provide certain customers building-level energy use data.

The department shall require that electric companies, gas companies and steam distribution companies make available to each customer building-level energy use data for annual energy use of the building or buildings of which that customer is an occupant or owner. Such requirement shall apply (i) to every non-residential building that they own equal to or greater than 25,000 gross square feet and (ii) to every residential building equal to or greater than twenty-five units or 25,000 gross square feet. The department is authorized and directed to promulgate rules and regulations to carry out the provisions of this section.
