An Act eliminating the use of capital funds for operating and personnel expenses.
Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
Section 38 of chapter 6C of the General Laws, as appearing in the 2010 Official Edition, is hereby amended by inserting at the end thereof the following paragraph:-
The administrator shall terminate the usage of capital funds to pay for personnel and personnel-related costs, including payroll allocations for budgetary employees, fringe recovery and other charge-backs, by 2017. The department may promulgate rules and regulations to effectuate the purposes of this section.
