In the Year Two Thousand Thirteen

An Act concerning Gateway Municipalities.
Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
SECTION 1. Section 3A of chapter 23A, of the General Laws as appearing in the 2010 Official Edition, is hereby amended by striking the definition for “Gateway Municipality,” and inserting in place thereof the following new definition:--
“Gateway Municipality,” a city with a population greater than 35,000 and less than 250,000;; a median household income below the commonwealth’s average and a rate of education attainment of a bachelor’s degree or above that is below the commonwealth’s average designated by the Secretary of Housing and Economic Development pursuant to this chapter or a town with a population greater than 65,000; per capita income that is below the commonwealth’s average and a rate of educational attainment of a bachelor’s degree or above that is no greater than 7 percentage points above the commonwealth’s average.
