In the Year Two Thousand Thirteen

An Act establishing a special commission relative to digital textbooks.
Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
SECTION 1. A special commission is hereby established to study and report on how to maximize the use of digital and open textbooks for K-12 and public colleges and universities. The commission shall consist of 11 members as follows: the Commissioner of Education or his designee; the Commissioner of Higher Education or his designee; two representatives of Massachusetts-based textbook companies and a representative of the State I.T. office appointed by the Governor; the House and Senate chairs of the Education and Higher Education committees; a member of the House appointed by the House Minority Leader; and a member of the Senate appointed by the Senate Minority Leader. The commission shall report to the General Court the results of its study, along with recommendations and draft legislation on or before January 31, 2014.
