An Act Authorizing Performance-Based Education Funding.
Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
Chapter 73 of the General Laws is hereby amended by adding, after Section 12 thereof, the following new section:
Section 12A. Notwithstanding any other provision of law or regulation to the contrary, not less than twenty-five percent of any sums appropriated by the general court for the maintenance, operation and support of each state university and community college shall be based on performance criteria developed by the Secretary of Education, which shall include but not be limited to, the retention and successful completion of courses of study, as evidenced by graduation, certification or other similar documentation, and rates or measures of the academic achievement of students.
