Resolved, that there is hereby established a commission for the purpose of studying and making recommendations concerning the prevention of fraud within the Personal Care Attendant program. The Commission shall consist of 10 members including the House and Senate chairs of the Joint Committee on Children, Families, and Persons with Disabilities, or their designees, who shall serve as co-chairs; the House and Senate chairs of the Joint Committee of Elder Affairs, or their designees; the Secretary of the Executive Office of Health and Human Services, or a designee; a member of the Attorney General‘s office; a member of the State Auditor’s office; the Director of the Personal Attendant Workforce Council, or a designee; the Director of MassHealth, or a designee; a representative of SEIU 1199; the Director of the Greater Springfield Elder Services.
The commission shall convene its first meeting no later than 30 days after the effective date of this act and shall submit its report, along with any recommendations for legislative or regulatory reforms, not later than 1 year after the commission is convened with the clerks of the house of representatives and the senate who shall forward a copy of the report to the House or Representatives and Senate chairs of the Joint Committee on Children, Families, and Persons with Disabilities and the House and Senate chairs of the Joint Committee on Elder Affairs.
