An Act promoting voter registration.
Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
SECTION 1. Chapter 14 of the General Laws is hereby amended by adding the following section:-
Section 12. The department of revenue shall act as a “registration agency” as defined in section 1 of chapter 50 and shall perform all duties established under state and federal law therefor. Application forms and procedures used by the registry shall comply with the provisions of 42 USC 1973 gg-3 and 1973 gg-5 of the National Voter Registration Act of 1993, as may be amended from time to time.
SECTION 2. Chapter 51 of the General Laws is hereby amended by adding the following section:-
Section 64. Registration as a voter shall be by affidavit of registration made in conformity with the requirements of this chapter. Every person who files or is required to file an individual income tax return as a resident of the commonwealth, either separately or jointly with a spouse, shall indicate on the return, in a manner prescribed by the commissioner of revenue and the secretary of the commonwealth, whether such person desires to be registered to vote at the address on the return. Such indication shall be considered an affidavit of registration as provided in this chapter and in the National Voter Registration Act of 1993.
