SECTION 1: Notwithstanding any general or special law to the contrary, the secretary of the commonwealth shall conduct a study to review existing laws in regards to residency requirements for purposes of voting. Secretary shall make any recommendations to strengthen and clarify residency requirements as they pertain to eligibility for voting in municipal, state, and federal elections and participation in town meetings, particularly so as to ensure for the maximum extent possible, that such requirements are clear, easily understood, and enforceable in an efficient manner. Secretary shall submit the study and recommendations to the clerks of the senate and house and to the Joint Committee on Election Laws by September 30, 2013.
