An Act relative to fees at community colleges and state universities.

 

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
 

SECTION 1.  Notwithstanding any general or special law to the contrary, section 22 of chapter 15A of the General Laws, as appearing in the 2010 Official Edition, shall hereby be amended by inserting after the word “process”, in line 14, the following:-

The rate of increase for fees shall not exceed the immediately preceding 3-year average of the Consumer Price Index for Massachusetts.  Each community college or state university may petition for a higher increase with the board of higher education, and in contemplating approval, the board shall consider the quality of the educational programs offered at the community college or state university as well as the burden that this increase would impose on students.
