SECTION 1. Section 22B of chapter 40 of the General Laws, as appearing in the 2010 Official Edition, is hereby amended by inserting after the second paragraph the following paragraph:-
Any city or town acting under this section shall further regulate the parking of vehicles on ways within its said control that would prohibit a person driving, or in control of, or in charge of, a motor vehicle to stand on any way unattended when upon any grade exceeding three percent (3%) without blocking the wheels of said vehicle by turning the front wheels diagonally against the adjacent curb so as to prevent the vehicle from rolling down said grade. Any such ordinance, by-law, order, rule or regulation promulgated pursuant to this paragraph shall contain a penalty of not less than $ 100 nor more than $ 300. This penalty shall not be a surchargeable offense under section 113B of chapter 175.
