By Mr. Knapik, a petition (accompanied by bill, Senate, No. 956) of Michael R. Knapik and Aaron Vega (with the approval of the mayor and city council) for legislation to amend the charter of the city of Holyoke to limit the number of terms served by the president of the city council.  Municipalities and Regional Government.  [Local Approval Received.]

In the Year Two Thousand Thirteen

An Act limiting the number of terms served by the president of the city council of the city of Holyoke.

 

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
 

SECTION 1: Section 11 of the City of Holyoke Charter is hereby amended by adding the following sentence at the end of the section:

“No councilor elected as president shall serve more than three consecutive two year terms as president”

SECTION 2: So much of Chapter 438 of the Acts of 1896 and Chapter 189 of the Acts of 1992 and the acts in amendment thereof and addition thereto, as is inconsistent with this act, is hereby repealed.

SECTION 3: The General Court may make clerical and editorial changes of form only to the bill, unless the Mayor and City Council approve amendments before enactment by the General Court. The Mayor and City Council are hereby authorized to approve amendments which shall be within the scope of the general public objectives of this petition.

SECTION 4: This act shall take effect immediately upon passage.
