An Act establishing a commission to investigate the rigged hiring system at the Probation Department.

 

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
 

SECTION 1. Chapter 3 of the General Laws is hereby amended by inserting, after section 69, the following section:-

Section 70. (a) Notwithstanding any general or special law to the contrary, there shall be an independent commission to study and report on the rigged hiring system that was allowed to exist at the Probation Department. The commission shall consist of: the inspector general, or a designee; the attorney general, or a designee;  the state auditor, or a designee; 2 members of the house of representatives, 1 of whom shall be appointed by the minority leader, and shall act as chair; and 2 members of the senate, 1 of whom shall be appointed by the minority leader.  Said Commission shall investigate how the “rigged hiring system” allowed to operate unabated for almost a decade, what the cost of the rigged hiring system was the taxpayers, whether the hiring practices implemented at the ELMO facility in Clinton were standard throughout the entire probation department, and why Probation Department employees were reluctant to expose the rigged hiring system that existed for almost a decade.

(b) Said report shall be filed with to the chair and ranking minority member of the house committee on ways and means, the chair and ranking minority member of the senate committee on ways and means, and the clerks of the House of Representatives and senate no later than October 15, 2016.”
