An Act promoting public labor contracts for local residents.

 

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
 

SECTION 1. Chapter 149, as appearing in the 2012 Official Edition, is hereby amended by inserting, after section 44M, the following new section:- 

Section 44N:  In regards to projects estimated to cost in excess of five million dollars, as contracted for at the commencement of such project, any general bidder, sub-bidder, general contractor, or sub-contractor pursuant to sections forty-four E and forty-four F of the General Laws, shall make a good faith effort to hire, or contract for the services of, qualified and responsible persons of whom not less than fifteen percent of such persons reside within, or whose place of business or any affiliated business retains a physical nexus within, a radius of not less than twenty miles from the physical location in which the project applied for commenced, as assessed by the project’s schematic design at the time of such commencement.

SECTION 2: This act shall take effect upon passage.
