By Representative Balser of Newton and Senator Flanagan, a joint petition (accompanied by bill, House, No. 1785) of Ruth B. Balser, Jennifer L. Flanagan and others that the Department of Mental Health be directed to operate a statewide program to provide mental health consultations to primary care physicians, pediatricians, nurse practitioners and health care providers of women who suffer from post-partum depression.  Mental Health and Substance Abuse.

An Act regarding proportional payments of the Massachusetts Child Psychiatry Access Project.

 

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
 

SECTION 1. Chapter 19 of the General Laws is hereby amended by hereby amended by inserting after section 16 the following section:-

Section 16A.

(a) The department shall operate a statewide program to provide remote mental health consultations available for a minimum of 5 days a week, to pediatricians, family physicians, nurse practitioners and primary care practices for persons under the age of 19 who exhibit a possible mental health or substance use disorder and to health care providers of women who are showing signs of post- partum depression.

(b) Notwithstanding any general or special law to the contrary, the costs of this program shall be assessed on surcharge payers as defined by section 38 of chapter 118G and may be collected in a manner consistent with said chapter 118. All surcharge revenue generated under this section shall be collected in a manner consistent with said chapter and DMH regulation.
