Chapter 111 of the General Laws is hereby amended in Section 5K by inserting the following section:
(I) The Department shall create a Public Education Zone for areas between 10 and 35 miles from a nuclear reactor or nuclear fuel disposal site. The utility company, in coordination with the department, shall distribute at their expense educational materials about nuclear power plant operations and fuel storage facility procedures, what to expect in the event of an accident, and what plans are in place for public protection. This educational material shall be made available to residents, businesses, and transient populations.
(J) The Department shall conduct a study on expanding the Plume Exposure Pathway Emergency Planning Zone from 10 miles to 50 miles. The Department shall furnish a report to the legislature's Joint Committee on Public Safety and Homeland Security, Joint Committee on Public Health, the Governor, and the Nuclear Regulatory Commission on this matter with guidelines for implementation.
