An Act relative to health cost savings.

 

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
 

Notwithstanding any general or special law to the contrary, the center for health information and analysis shall study any cost savings realized to the Commonwealth, patients, and health plans, as well as overall costs to the delivery of care in the health care system, in the treatment of patients by physical therapists licensed under 23B of chapter 112. The study shall examine patient, provider, and health plan costs for physical therapy treatment under a physician referral model as opposed to treatment under self-referral or direct access care.  The center for health information and analysis shall issue a report on its findings to the Joint Committee on Public Health, the Joint Committee on Health Care Financing, and the Clerks of the Senate and the House of Representatives on or before December 31, 2015.
