Section 1. Section 18 of Chapter 94C is hereby amended by the addition of subsection (b½), which provides as follows: -
(b½) No practitioner may issue to a person seeking treatment in an emergency room of an acute care hospital or in a clinic as defined by section 52 of chapter 111 a prescription for a controlled substance which authorizes a quantity of medication in excess of that which is customary within a 72 hour period of medically legitimate treatment.
