An Act to examine the potential effectiveness of a statewide registry of convicted drug dealers.
Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
SECTION 1. Notwithstanding any general or special law to the contrary, a commission shall be established to study the effectiveness of a statewide registry of convicted drug dealers. The goal of the commission shall be to review current policies and methods of tracking convicted drug dealers, the role of drug dealers in other crimes, and to examine the potential effectiveness of a statewide registry of convicted drug dealers, as well as to investigate and study the potential public safety concerns associated with the establishment and operation of such a registry. The commission shall review the best practices of similar programs in other states, including the costs associated therewith. The commission shall make a full report to the legislature to determine whether a registry of convicted drug dealers is likely to improve public safety in the Commonwealth. The commission shall consist of The Secretary of Public Safety and Security, or his designee; the Commissioner of the Department of Public Safety, or his designee; the Superintendent of the State Police, or his designee; the Attorney General of the Commonwealth, or her designee; one member of the House of Representatives, chosen by the Speaker; one member of the Senate, chosen by the Senate President; as well as an executive liaison to the Office of the Governor, chosen by the Governor. Said commission shall submit a report back to the legislature with findings and recommendations for legislation on or before December 31, 2015.
