Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:

SECTION 1.  Notwithstanding any general or special law to the contrary, a commission shall be established to study the effectiveness of a statewide registry of convicted drug dealers.  The goal of the commission shall be to review current policies and methods of tracking convicted drug dealers, the role of drug dealers in other crimes, and to examine the potential effectiveness of a statewide registry of convicted drug dealers, as well as to investigate and study the potential public safety concerns associated with the establishment and operation of such a registry.
