Resolved, that a special commission is hereby established to study and evaluate existing training requirements for licenses to carry firearms issued under section 131 of chapter 140 of the general laws, and to make recommendations on the implementation of additional training, shooting, and marksmanship requirements for said licenses. The commission shall study and make recommendations regarding: (a) the curricula and length of training courses for license to carry applicants; (b) the implementation of marksmanship standards for license to carry applicants, including but not limited to the cost of marksmanship qualification to gun owners and the availability of qualification facilities; and (c) the effect of additional training and marksmanship standards on accidental and intentional firearms-related injuries and deaths.

The commission shall consist of: the secretary of public safety and security or a designee, who shall serve as chair; one member of the senate, appointed by the senate president; one member of the senate, appointed by the senate minority leader; one member of the house of representatives, appointed by the speaker of the house; one member of the house of representatives, appointed by the house minority leader;  the president of the Massachusetts Chiefs of Police Association or a designee; a member of the Gun Control Advisory Board; a representative of the Gun Owners’ Action League, and a representative of Stop Handgun Violence. The commission shall submit its report and findings, along with any draft of legislation, to the house and senate committees on ways and means, the joint committee on public safety, and the clerks of the house of representatives and the senate on or before June 1, 2016.
