Section 186 of said Chapter 94 of the Massachusetts General Laws, as appearing in the 2014 edition, is hereby amended by adding the following:
Notwithstanding any provision to the contrary, it shall be legal for licensed cosmetologists in the commonwealth to perform eyelash tinting procedures, provided that:
(a) Prior to performing eyelash tinting on any client, the cosmetologist shall inform said client of the risks associated with the procedure, including that the Food and Drug Administration has issued an advisory regarding eyelash tinting;
(b) After being advised of the inherent risks associated with eyelash tinting, the client consents to the procedure; and
(c) The Cosmetologist shall perform the eyelash tinting on said client in conformance with the highest standards set for said procedure, as established by the Food and Drug Administration and/or Massachusetts Board of Cosemetology.
