An Act relative to the taxpayers of the Commonwealth.

 

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
 

SECTION 1. Section 2 of chapter 64H of the General Laws, as appearing in the 2010 Official Edition, is hereby amended by striking the number “6.25”, in line 3, and inserting in place thereof the following number:- 5.

SECTION 2. Section 4 of chapter 62 of the General Laws, as appearing in the 2010 Official Edition, is hereby amended by striking the number “5.3”, in line 10, and inserting in place thereof the following number:- 5.

SECTION 3. Section 46 of Chapter 30 of the General Laws, as appearing in the 2010 Official Section, is hereby amended by adding the following paragraph:- (13) Notwithstanding the provisions of any general or special law to the contrary, no employee of the commonwealth shall receive annual compensation from any agency, department, commission, board or other undertaking of the commonwealth in excess of the annual salary paid to the governor exclusive of any additional amounts to which the governor may be entitled pursuant to section 1 of chapter 6.

SECTION 4. Section 14 of Chapter 75 of the General Laws, as appearing in the 2010 Official Edition, is hereby amended by adding the following sentence to the fifth paragraph:- Notwithstanding the provisions of any general or special law to the contrary, no employee of the university shall receive annual compensation in excess of the annual salary paid to the governor exclusive of any additional amounts to which the governor may be entitled pursuant to section 1 of chapter 6, unless such excess compensation is paid for using the university’s endowment. The university shall maintain detailed accounting records of each instance in which excess compensation is paid for using the university’s endowment; provided further that such records shall be considered public records and shall be made readily available for public inspection pursuant to section 10 of chapter 66.
