An Act Relative to Consumer Protection With Regard to Pipeline Tariffs.

 

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
 

Chapter 164 of the Massachusetts General Laws is hereby amended by adding the following section:

Section 146:

(a)No tariff, tax or fee may be levied upon Massachusetts residents for the purpose of funding a natural gas pipeline that connects with a liquefied natural gas export terminal.

(b)This includes any fee to be levied by a gas or electric company upon gas or electric ratepayers in Massachusetts.

(c)Subsequent connection of a pipeline which was paid for in whole or in part by a tariff, tax or fee levied upon Massachusetts residents to a liquefied natural gas export terminal shall require reimbursement from the owner of the pipeline to residents in the full amount of what was collected.
