Resolved, SECTION 1. There shall be a special commission to study the feasibility of a reduction of the capital gains tax. The commission shall consist of the secretary of the executive office for administration and finance or their designee, the state treasurer or their designee, the commissioner of the department of revenue or their designee, the chair of the senate committee on ways and means or their designee, the chair of the house committee on ways and means or their designee, and a nominee of the members of the commission which shall be the head of a non-profit public policy group, institution, or association.
The commission shall submit a final report of its findings and recommendations, together with drafts of legislation necessary to implement those recommendations, by filing the same with the clerks of the Senate and House six months after the enactment of this legislation.
