Chapter 30, Section 61 of the Massachusetts General Laws, is hereby amended by adding in paragraph 2 the following-
The applicant will work with the local Transportation Management Association (TMA) and will commit a percentage of the overall project budget to fund outreach strategies to inform local commuters about construction-related impacts as well as to promote, develop, and implement alternative commuting options designed to mitigate project-related impacts to the specified roadway(s) as well as the surrounding lesser roads in the general vicinity of the project during construction. Upon project completion, to lessen their ongoing traffic and congestion impacts to residents and commuters, owners of private development projects subject to Section 61 will join the local TMA as an ongoing and participating member. If a TMA is not available in the area, the owner of the private development project will work with MassCommute to develop a new TMA to serve the area.
