An Act to improve transparency and access to the code of Massachusetts Regulations.

 

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
 

Notwithstanding any general or special law to the contrary, there is hereby established a commission to research and assess opportunities to increase accessibility to the Code of Massachusetts Regulations, hereby known as the CMR. The commission shall examine and determine if there are ways to make the CMR easier for public viewing through a direct online portal. The commission shall consist of: the secretary of the commonwealth or a designee, who shall serve as chair; the Commonwealth Chief Information Officer or his designee; 2 members of the house of representatives, 1 of whom shall be appointed by the minority leader; 2 members of the senate, 1 of whom shall be appointed by the minority leader; and 3 persons to be appointed by the governor. The commission shall commence within 2 weeks of the effective date of this act and shall meet at least four times.  Within 12 months of passage of this bill, the Commission shall present a report on its findings and recommendations.
