An Act to establish a home heating commission.
Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
SECTION 1: A special commission referred to as the Home Heating Commission is hereby established consisting of 10 members. The commission shall include: the Commissioner of the Department of Energy Resources or a designee, the Commissioner of the Department of Public Utilities or a designee, the Secretary of the Executive Office of Health and Human Services or a designee, the Secretary of the Executive Office of Housing and Economic Development or a designee, the Senate Chair of the Joint Committee on Telecommunications, Utilities, and Energy or a designee, the House Chair of the Joint Committee on Telecommunications, Utilities, and Energy or a designee, 1 member from the Low-Income Energy Affordability Network, 1 member from the Massachusetts Association for Community Action, 1 member from the Massachusetts Energy Directors Association, and 1 member representing a program administrator of the Mass Save program.
SECTION 2: The Home Heating Commission shall investigate program and policy options that reduce heating costs and greenhouse gas emissions, and promote more energy efficient heating systems in single family and multi-family residential buildings. The commission shall recommend opportunities and ways to implement or expand the reach of those programs and policies in Massachusetts, including but not limited to, the Three Year Energy Efficiency Plan for 2016-2018 mandated by the Green Communities Act of 2008 The commission shall file its report including findings and recommendations, together with any draft legislation, with the clerks of the house of representatives and the senate and the chairs of the house and senate committees on ways and means not later than July 1, 2015.
